About the role
As Senior Business Analyst and Change Lead, you will sit at the centre of ACT Leave's improvement and transformation program. This is a dual-focus role. You will personally undertake the detailed business analysis and solution design work needed to turn operational problems into practical, deliverable solutions and lead the change planning, stakeholder engagement and implementation support needed to make sure those solutions are adopted. You will work across people, process, service, technology, data, roles and governance - completing the detailed work yourself, not just facilitating workshops or providing high-level advice.
Reporting to the ACT Leave Executive Team, you will work closely with leaders, subject matter experts and frontline staff to understand business problems, design workable future-state arrangements and support the organisation through the changes required to implement them.
You will:
- Work with leaders, subject matter experts and frontline staff to understand business problems, desired outcomes and improvement priorities.
- Undertake structured discovery, interviews and working sessions, and document current-state processes, customer journeys and systems.
- Design practical future-state processes and operating models, translating business needs into clear requirements, user stories and acceptance criteria.
- Develop options and recommendations and prepare process maps, service blueprints and supporting documentation.
- Develop and maintain an integrated change plan, undertake change impact assessments and assess organisational and team readiness.
- Identify change risks, resistance and implementation constraints and develop practical transition, communication and adoption plans.
- Support implementation before, during and after go-live, monitor adoption and conduct post-implementation reviews.
- Provide clear, decision-ready advice to senior leaders on design options, change readiness and implementation risk.
About you:
- Substantial experience as a senior business analyst combined with strong experience delivering organisational, operational, technology or workforce change.
- Strong experience analysing complex operational processes and designing workable future-state solutions, together with experience developing practical change strategies and plans.
- Demonstrated ability to work across process, technology, people, data, customer experience and change readiness, turning ambiguous problems into structured, deliverable work.
- Strong process-mapping, workflow-analysis and change-impact capability, including developing requirements, user stories, acceptance criteria and business rules.
- Strong facilitation, stakeholder engagement and interviewing skills, with the ability to work effectively with frontline staff, managers, executives and technical specialists.
- Sound judgement about change sequencing, change load and organisational capacity, and experience identifying resistance and responding with practical interventions.
- Clear written and verbal communication, with strong follow-through from discovery through to implementation and adoption support.
- Tertiary qualifications in business, project or change management, public administration or a related discipline are preferred (equivalent relevant experience will be highly regarded). A recognised change management qualification (such as Prosci or ADKAR) would be useful.

Eligibility/Other Requirements:
Preferred:
- Tertiary qualifications in business, project or change management, public administration or a related discipline are desirable but not essential. Equivalent relevant experience will be highly regarded.
- Substantial experience in business analysis and/or organisational change roles, including experience delivering both detailed analysis and design work and practical change management support.
Highly desirable:
- Demonstrated experience working within or alongside government, statutory authorities or regulatory bodies.
- A recognised change management qualification (such as Prosci or ADKAR) would be useful, but practical delivery experience and judgement are more highly regarded than adherence to a particular methodology.
Notes: This is a temporary position available immediately for a period of 12 months with a possibility of extension and/or permanency. A Merit Pool will be created from this recruitment process and will be used to fill identical vacancies in the next 12 months. The selection process will include an interview and may include a practical exercise such as a written task.
