Details: The Assistant Director, Development Assessment plays a key role in undertaking the technical review of development proposals at various stages of the planning and design process. This includes consulting with internal and external stakeholders to assess proposals before they reach the Development Application (DA) stage, as well as during the DA process. The role also involves reviewing Subdivisions and Estate Development Plans (EDPs) and providing expert advice on broader matters such as land release studies, engineering investigations and amendments to the Territory Plan—both major and minor. Through this work, the officer ensures that planning decisions are well-informed, meet CED asset owner expectations, are strategically aligned, and contribute to sustainable urban development.
The primary responsibilities for this position are to:
- Undertake assessments for a wide range of pre-DA, planning and design submissions and provide technical responses against design standards, codes, guidelines and policies within given timeframes. Design elements encompass all CED asset categories and may include road design, traffic control devices, road pavements, stormwater systems, street lighting, active travel, traffic and transport, open space, waste, and recycling.
- Identify non-conforming design submissions and consult with asset owners and consultants to negotiate appropriate outcomes. This will include undertaking technical assessments, reviewing concept planning reports / plans, and making decisions on design suitability and delivery requirements for integration with other land use planning and capital works infrastructure.
- Draft ministerial correspondence, project reports, presentations, briefing notes, submissions, and other general correspondence. This will include providing input into the development/enhancement of Engineering Advisory Notes, design standards and technical specifications.
- Build relationships and collaborate successfully with stakeholders, both internal and external to ensure land development proposals achieve good outcomes for customers. This also requires communicating technical advice to non-technical audiences and ensuring that project outcomes align with program strategic priorities, objectives, and benefits.
- This position does not involve direct supervision of staff.
Eligibility/Other requirements:
- Hold a relevant professional qualification in Engineering, Architecture or Project Management or accreditation with a professional body recognised within Australia; or
- Hold a relevant building degree; or
- Have significant building or Infrastructure knowledge and/or project management experience.
- Driver’s licence, C-Class, is essential.
- This position does not require a pre-employment medical.
- This position does not require a Working with Vulnerable People Check.

- Chartered Professional Engineer (CPEng) Membership of Engineers Australia or equivalent professional body is highly desirable.
